TL,DR; I think if homebrew allows us to download our 10.x version we should be able to download the psql 10.x version separately, which might allow brew postgresql-upgrade-database to correctly grab the old bin and allow the upgrade from 10.x to 11.x. Installation from Source Code on Windows 18.
